Son of John Nicholas Bullock and Ann Bullock of Walton. A local boy born in Walton, Richard was living in the Military Barracks in Sheerness, Kent as part of 39 Corps Royal Engineers according to the 1911 census. His previous occupation had been as a plumber. Richard was married to Mary Hollcroft.

Richard died in the Cliff Military Hospital in Felixstowe, formerly the Cliff Hotel, which had been requisitioned by the military at the start of World War One. His death is recorded on February 24, 1919 aged 35 and he is buried in St Peter and St Paul graveyard and commemorated on Felixstowe Seafront Memorial.
